I can only assume that the writer knows what he is talking about. If the standard in Bloomington is for the Indiana basketball coach to have a rolling four year extension on his contract, then the AD is hanging him out by not keeping to that standard.
In this paper (not sure when it was written), the author talks about college coaches who have, or had, rolling extensions, i.e. automatic renewals, in their contracts.
